VAT rates updated and fixed for 2019

We updated and fixed these VAT rates:

• Greece VAT rate already for awhile was 24%, but not 23%
• In Romania VAT rate was lowered from 20% to 19%
• in Netherlands Reduced VAT rate was increased from 6% to 9%
